President has no authority to return bill for second time: ex-president Yadav

KATHMANDU: Former President Dr Ram Baran Yadav has expressed concern over what he said threat to constitution and democracy.

Speaking at the foundation stone laying ceremony of a new building of Saraswoti Namuna Secondary School located at Janakpurdham on Wednesday, former President Dr Yadav said the recent attacks on constitution and democracy has led to a risk of feudalism rising in the country.

He said that the constitution would be protected only if all concerned act as per the sentiment and norms of the constitution. The country will be pushed into regression again if the people are not aware and alert for it.

Arguing that the President has violated the constitution by sending back the Citizenship related bill that was passed by both Houses twice, the former President shared that although the President has authority to send it back for review for the first time she does not have the right return the bill for the second time.

Also speaking at the function, Urban Development Minister Metmani Chaudhary said the government was committed to develop Janakpurdham as a religious tourism site. Activities including renovation of ponds and shrines of Janakpurdham are underway.

The building is going to be constructed at the cost of Rs 100 million within 15 months.
